July Changes in France

With the upcoming legislative elections, the planned changes for July 1st might have been overlooked. Here’s what to expect:

  1. Simplification of the Energy Performance Diagnostic (DPE): The DPE, which evaluates the energy performance of a property, will be updated. The changes will particularly affect properties under 40m², which were previously rated lower than average. The thresholds for the energy rating labels (A to G) will be adjusted.

  2. Focus on "Shrinkflation": This practice involves reducing the quantity of a product without reflecting this reduction in the price. Information about shrinkflation must be displayed near the affected products in large and medium-sized stores.

  3. Increase in Gas Prices: The Commission for Energy Regulation has decided on a price increase to cover network maintenance costs. This will adjust the transportation tariff of gas for four years, affecting about a third of the gas bill. The average reference price will be €129.2 per megawatt-hour (MWh) compared to €115.7/MWh currently.

  4. New Savings Plan: The "Plan d’Épargne Avenir Climat" (PEAC) allows individuals under 21 to save towards ecological transition. Unlike regulated savings accounts, it is more similar to a stock savings plan or retirement savings plan, offering investment in various assets (stocks, bonds, etc.).

  5. New Rural Zoning: The "France Ruralités Revitalisation" zoning will come into effect. It is part of rural revitalization zones (ZRR), providing tax and employer contribution exemptions for those settling in these areas. 17,700 communes will be zoned, including 13 entire departments and specific mountain territories. In the Alpes-Maritimes and Var, affected communes are mainly in the northern parts of these departments.
